Interesting topic, all amps sound better with volume, but some amps have better tones than others at low volume. I swapped my big vintage non master vol amps for this reason, replaced with designs that don't rely so much on cranking the power tubes to get the tones or smaller amps like a Champ that don't overload a small room, but I'm not playing hard rock so the headroom is fine, and extended cabs help versatility when you need a bigger sound. Also running two amps wet dry can help get bigger tones at lower volumes so you don't have to feel like your missing out on all the fun of a cranked amp.
