Looks like a framerate issue, probably a recording of a live stream or something, the rest of his movements at the same time look normal

Well this is weird, was recommended to me in my youtube feed, Turns out it was uploaded by a friend of mine, no idea if it was recommended because of that or because it's a cover of a Van Halen song...

Adele's new single - wow.
In the video, at the start there's tasteful black and white scenes of a well lived in old house that has been shuttered up. Adele is wandering around hair stiff with product, face plastered in make up and wearing in a very expensive looking designer jacket. Her relationship is over and she's leaving this shuttered up country house. She looks mildly irritated like she's wandered into a public toilet which someone hasn't flushed. She goes outside and starts talking cockney into a cell phone: "Yeh darlin, all packed, yeh, just going to get on the road now", and whatever she is feeling seems entirely locked away under an exterior of cheery indifference, like she's phoning in an order for cockles or picked eels at her local. Then the piano and singing starts and this expensively coiffured fish wife disappears and the hairs on my arms stand on end. While she might have the instincts of a receptionist at a nail salon, she's a kind of genius.
