Not just Japan, most manufacturers aren't including cases anymore. Even the fender USA professional line comes with a gig bag. I got a 2019 MIJ 60s Telectaster Custom that is a great guitar - super light and resonant. Looks like this
I was lucky I had a friend travelling to Tokyo last year, he brought it back with him.

Jason left Ishibashi some time ago.
Ishibashi went through a period recently where they stopped shipping to NZ/AU because of the CITES complications. Not sure if they have readdressed the situation since the CITES issues resolved themselves (somewhat).

Actually the hedra I ordered from the U.S did get stuck there for 10 days. Seems like a case by case thing maybe
