Ive done it lots of times with fender necks. 80 grit makes short work of thinning down the thick areas, then start smothing once in about the right shape

On one of my strats I have HSS (JB Jr in the bridge) and the lower tone knob has been replaced with a rotary switch for coil splitting the JB - can do SSS or HSS. I almost never split the bridge or use position 2, but I'm also not at all funky

The lower the volume, the more the bright cap c11 is going to be creating top end in the tone. The tone control is a low pass filter, so that is designed to suppress high end/treble. I really doubt a small fluctuation in wall voltage will turn an amp from great to crap, or even be audible at all.
