Yes, straight from the transformer, 6.7vac
Try a pair of anti-parallel 6A diodes in series with one side of the heater winding. This should drop the heater winding voltage by 0.6VAC

Bog standard Sovtek 6L6WXT (which are a kind of 5881/6P3Se equivalent but not 'coin bass') will work fine and you can still get them relatively cheap. Bias them as if they are 23W max diss. Ampeg SVT sounds the meanest, but keeping the 6 x 6550s happy is an art form, and the transformer weight is a beaatch.

100W -200W Fender tube bass amps are tried and true.

The rectifier protection diodes are a no-brainer. As for the heater fuses, remember that filament resistance is really low when the filaments are cold (at startup), so the filaments will draw quite heavily for the first second or so, and then current draw will decrease as the heat kicks in.
