Fair enough man. The LTD 351 etc seem to pop up in your bracket occasionally, have EMGs and I believe come in a hardtail config. There's been a Schecter Blackjack Tempest floating round TM too at your price, but that's kinda LP shape.
I have been eyeing the LTD, it fits the bill and the price range...

You could talk him down to a lower price for just the guitar, or buy both for the start price and then look to flick on the amp for a small offset?
