Recommend me a nice tube amp

Recommend me a nice tube amp
Hi Amp people,
I'm in the market for a new amp. I would really like the amp to have the following features:
Any range from 15 to 40W head or combo
Is more British than American sound
Effects loop
Two channels (clean + dirty)
Has built-in Reverb
Channel select via footswitch
Has cab simulation output
Can lower wattage for late night playing
Has a matching 2x12 cab
0 to low failure rate
Max budget is $2,900 for head and cab. I can't go beyond this as I also need to buy a Bass amp.
I already own the Line 6 DT25 so that's out of the picture
I'm in the market for a new amp. I would really like the amp to have the following features:

Yeah Laney make great options for what you are after, or just buy a katana

Bad Cat 15R. Ticks most of the boxes. It's a 1x12 combo but sounds as big as a 2x12.

If you absolutely need to have reverb and cab sim then it narrows the choice quite a bit.

LOLZ, I just checked the back panel on my Carvin Belair and it has a cabinet-voiced line out, and reverb, it is a 2x12, has 2 channels, sounds good quiet and sounds more British (el84s). Mine's the older model, with the real spring reverb and additional pre-amp tube. You can have it for less than 1/4 of your budget

I'd check out the AC15 head and cab for sale on the forum. It looks like it has Brit voiced clean and dirty. Loud enough to hang with a drummer in full volume.

I second that Laney head and cab idea. The IRT-Studio is fantastic. Even with the IRT cab it sounds great and will come way under your budget. The Cub 12R? Not so much... I've had one and intensely disliked the overdriven tone. Two channels (clean + dirty - depends where you put the tone controls on the Top Boost for clean)
No reverb
You could channel select with external footswitch
No cab emulation
Can lower the wattage on the whole amp plus lower it on each individual channel
Has a matching 1x12 cab
Handwired so failure rate is low plus repair is easy
Is $1550 here but y'know if someone wanted to talk turkey I could make something happen
