You may be able to find a secondhand fender Hotrod deluxe for a smidge over a grand. I've seen them new for 1200. Good workingman's amps with nice clean tones.
As for twins, depends on the amp. I'm not a huge fan of the later silverface/jansen made twins you tend to see secondhand on the local market, though a good tech can work wonders on these amps, as there's really not much to them. The blackface twin ri is very nice, but out of your price bracket. Red knob 80s twins aren't bad, and have a small yet dedicated following.
Good clean tone for under $1000!
