Never seen that before but it makes sense from a functionality perspective (it's truss adjustment I'm assuming). Gretsch used to do this, although the bolt was on the heel.

It has a Warmoth replacement neck. They offer that truss rod access on the side.

Yes, this. I have a Warmoth neck with one of those
